Overcoming The Schneider Doctrine
It was far from the first time that the US government had interfered in the internal affairs of a sovereign nation. It had done it for several decades and would continue. “I don't see why we need to stand by and watch a country go communist due to the irresponsibility of its own people,” US Secretary of State Henry Kissinger said at the time. He even bemoaned the fact that US involvement in General Augusto Pinochet's coup was condemned internationally.

Kissinger thought they should be viewed as heroes as they were twenty years earlier when they ousted the government of Jacobo Árbenz Guzmán in Guatemala, but before Kissinger could whine about the injustice of not receiving the gratitude of the world for inflicting Pinochet's brutal kleptocracy on the people of Chile, lessons in coup planning and management had to be implemented.

When the Chilean elections of September 11th 1970 ended with no overall majority the Chilean Congress had to settle the matter – traditionally it asked the person with most votes to become President. That was Salvador Allende. It was due to happen on October 25th – the day Chile's Commander-in-Chief of the armed forces, General René Schneider Cherau died.

A few days before Allende was due to form a government General Roberto Viaux Marambio got desperate in his desire to prevent that happening. His ultimately successful attempt on Schneider's life – necessary because the Commander-in-Chief embodied the doctrine of respect for the Constitution and would not tolerate, let alone support a coup – came days after General Camilo Valenzuela tried and failed to kill Schneider. Despite General Viaux's best efforts to thwart the democratic wishes of the Chilean people Allende became President. That would never do for Kissinger and his ilk. There planning and plotting to be done.

Strangling a Nation
“Not a nut or bolt will be allowed to reach Chile under Allende,” Korry told the Chileans. “Once Allende comes to power, we shall do all within our power to condemn Chile and the Chileans to utmost deprivation.” And that is what they did. They had no choice. There was nobody to lead a coup.

At first the Chilean military were not interested in a coup. Junior officers liked Allende. He kept his word and raised their pay. Even higher-ranked conservative officers didn't want a coup, because of revulsion at the murder of Schneider and their respect for the Schneider Doctrine. It would take time and effort. First the economy had to be driven into the ground.

Chile's economy thrived on copper, so then US President Richard Nixon – later to be disgraced over the Watergate Conspiracy and forced to resign – had a plan. They would illegally release their stock of the metal to drive down the price and decimate Chilean economy. “Latin America is ours,” Nixon insisted, “and we want to keep it.” And if that meant breaking a few international laws and delivering a sovereign nation into the hands of despotic tyrant, then so be it.
